Leonard L. Williams Justice Center
The Leonard L. Williams Justice Center is the main state court building in Wilmington. It is at 500 N. King Street. The building holds the New Castle County Superior Court, Court of Common Pleas, Family Court, Court of Chancery offices, and JP Court 20. Public access terminals let you search CourtConnect for free.

The Superior Court Prothonotary keeps the civil court docket for New Castle County. Submit Form ADM_ADM_03_A for records. Certified copies cost $15 for the first three pages. Extra pages are up to $2 per page. The Superior Court page has the full fee chart.
The Justice Center is open Monday through Friday, 8:30 AM to 4:30 PM. Security screening is required at the door. Photo ID is also required. Limited parking is near the courthouse, so plan time to walk in.
Federal Court Docket in Wilmington
The U.S. District Court for the District of Delaware is in Wilmington. The J. Caleb Boggs Federal Building is at 844 King Street, Wilmington, DE 19801. Clerk's Office: (302) 573-6170. The court hears federal civil, criminal, and bankruptcy cases, including major patent and corporate suits.
Federal court dockets are on the PACER system at pacer.gov. The fee is $0.10 per page. The cap is $30 per document. Accounts are free if your usage stays under $30 a quarter. Public access terminals are at the courthouse for free PACER access.
Wilmington Police and City Records
The Wilmington Police Department keeps arrest records and incident reports for crimes in the city. The office is at 300 N. Walnut Street. Phone (302) 576-3600. Non-emergency line is (302) 571-7300. Some records need a formal FOIA request.
Wilmington has its own voluntary assessment center for parking tickets inside the city. Appeals must be in writing. File within 21 days of the ticket. Vehicles with $200 or more in unpaid tickets may be booted. Vehicles with $600 or more may be towed. A hearing can be asked for within 45 days of a tow.
For city code violations that are not in the state court docket, contact the city directly. Wilmington does not run an Alderman's Court. State JP Courts handle criminal matters inside the city.
Booting threshold: Wilmington may immobilize vehicles with $200+ in unpaid parking tickets. Unpaid tickets do not count toward the threshold until the appeal window closes.
Wilmington Court Docket Search Tips
Start with CourtConnect when you know one party's name. The search allows phonetic spelling and partial last name searches. Use a date range if you have a rough idea of when the case was filed. Go to courtconnect.courts.delaware.gov for the main portal.
If the case is not on CourtConnect, try the specific court. Each JP Court keeps its own records. The Superior Court Prothonotary has civil case files for cases over $50,000 and all felonies. The Court of Common Pleas handles misdemeanors and civil cases up to $50,000. The Court of Chancery has its own register and file system.
A Delaware court docket report shows the chronological list of filings, hearing dates, and judgments. Some documents may be viewable online. Others need a courthouse visit. The records access policy sets the rules on what you can see and what is sealed.
Under 10 Del. C. ยง 2303, every Superior Court judgment is entered with the day, month, and year on the docket. Bond judgments also show the hour and minute. This matters for judgment liens, since the lien takes effect from the time shown.
Delaware Supreme Court in Wilmington
